Flemish is the term for the dialects of Dutch spoken in Flanders or, alternatively, the forms of Dutch spoken in Belgium.
Flemish is spoken by 1,070,000, over 89% of the inhabitants of West Flanders in Belgium (1998 U. of Ghent). Population total all countries 1,300,000 (1998 University of Ghent) including 220,000 in Zeeuws, 1,100,000 in West Vlaams and Frans Vlaams.

Ja. It's nearly the same as Dutch. Interestingly, some Lancashire slang comes from Flemish. Centuries ago a lot of weavers from Flanders came to work in the Lancashire textile industry. Cack and shite both mean poo poos in Lancashire. To my surprise, when I visited Antwerp I discovered that these are Flemish words, but there they're spelt kak and schijt. Here's a Flemish poem.
Ik zat op het gemakske
Pijn in mijnen buik
Ik zat daar maar te wringen
Maar er kwam niets uit.
Ineens een krak
Te gemakske braak
En ik viel met mijn poepke in de kak!
