In Ohio the law is called "ethnic intimidation". It is more or less a rider on an existing crime. If race, color, or religion are a factor in a crime it bumps that crime up a notch as to degree of offense. Example, misdemeanor assault (first degree misdemeanor) would become felonious assault (fifth degree felony).
2927.12 Ethnic intimidation.
(A) No person shall violate section 2903.21, 2903.22, 2909.06, or 2909.07, or division (A)(3), (4), or (5) of section 2917.21 of the Revised Code by reason of the race, color, religion, or national origin of another person or group of persons.
(B) Whoever violates this section is guilty of ethnic intimidation. Ethnic intimidation is an offense of the next higher degree than the offense the commission of which is a necessary element of ethnic intimidation.

Hate laws are simple. If the crime committed is against a minority, most DA's will push for an extension on the crime adding a hate offense.
If the crime is committed for the soul purpose to cause terror or grief to another ethnic group, the same applies. We basically need a more black and white (excuse the pun) set of rules defining hate crime in this country.
Also I should add, it doesn't have to be a race for it to be a hate crime. It could be a religious or sexual orientation as well.

As if there is such a thing as a 'love crime'. There shouldn't be ANY laws against 'hate crimes'. Should a 'hit man' be punished LESS because he didn't 'hate' the victim? Punish the ACT not the motive.
