It means that if we don't take God up on his offer of salvation through faith in Christ we will be damned.
Hebrews 2:1 Therefore we must pay much closer attention to what we have heard, lest we drift away from it. 2 For since the message declared by angels proved to be reliable and every transgression or disobedience received a just retribution, 3 how shall we escape if we neglect such a great salvation? It was declared at first by the Lord, and it was attested to us by those who heard, 4 while God also bore witness by signs and wonders and various miracles and by gifts of the Holy Spirit distributed according to his will. 5 Now it was not to angels that God subjected the world to come, of which we are speaking. 6 It has been testified somewhere, "What is man, that you are mindful of him, or the son of man, that you care for him? 7 You made him for a little while lower than the angels; you have crowned him with glory and honor, 8 putting everything in subjection under his feet." Now in putting everything in subjection to him, he left nothing outside his control. At present, we do not yet see everything in subjection to him. 9 But we see him who for a little while was made lower than the angels, namely Jesus, crowned with glory and honor because of the suffering of death, so that by the grace of God he might taste death for everyone. 10 For it was fitting that he, for whom and by whom all things exist, in bringing many sons to glory, should make the founder of their salvation perfect through suffering.

Salvation begins with the blood of Jesus washing us from our sins. But to maintain that flow of life giving blood, we must "pay attention" to our relationship with the One who carries that life giving blood. We cannot neglect to grow in God, or to walk in obedience to God, or to stay in the Vine and learn of Him and the many other things associated with salvation. How shall we escape the judgment of God if we do not stay in our salvation by neglecting the walk of salvation to the point that we have no salvation. Paul said it was possible for him to be a cast away - having preached to others unless he "paid attention" to his own walk in Christ Jesus. That is one meaning. The second meaning is a matter of Law. Payment has been made for all and the requirement of the Law against sin satisfied. But not everyone accepts the payment made for them. So if they "neglect so great a salvation" there will still be the Law standing against their sin that they did not "take care of" at the Cross of Calvary. Payment will have to be made in person for an eternity without God since they did not accept the payment made for them by God. Sin has a price - Jesus paid the price - if we accept the price we must continue in the person of Christ. If we don't accept the price paid then we must pay it ourselves. The choice is each individual persons to make.

Hebrews 2:3
NLT translation:
So we must listen very carefully to the truth we have heard, or we may drift away from it. 2 The message God delivered through angels has always proved true, and the people were punished for every violation of the law and every act of disobedience. 3 What makes us think that we can escape if we are indifferent to this great salvation that was announced by the Lord Jesus himself? It was passed on [fn1] to us by those who heard him speak, 4 and God verified the message by signs and wonders and various miracles and by giving gifts of the Holy Spirit whenever he chose to do so.

Where is it found in the Bible? It would be easier to answer if I saw the rest of the verses leading up to that statement.

The Father went to every length to redeem you to himself. When He instituted that without the shedding of blood there is no remission for sins He provided for it in the extreme death and sacrifice of Jesus Christ. If something happened that the sacrifice of Christ did not cover you He would come and do it again. Such is His love to you- He wants to win your love at any cost.

It means how shall we escape the wrath of God, if we do not carefully lay hold of the grace of God offered in Christ in the New Covenant.

Salvation comes from God. If you reject it-how do you expect to stay out of hell.
