I was active for 3 years but it has been 4 years since then and I don't fit into them, I'm not fat, but I'm not at my bootcamp weight either lol. I am though within navy standards.

The Navy will reissue you some uniforms as long as an enlisted member. Officers have to purchase their uniforms.

I wish that I can get a medical waiver.

Yes, as far as I know the unit is allotted a certain amount for uniform every fiscal year. As a Reservist you're also allotted for uniform. Talk to your supply chief.

Well, unless things have changed in the 40+ years since I was in, the is: no they do not provide them, they issue them and then you pay for them. Most of the money I made in boot camp went to paying for the issue.

Yes: As long as your non-commissioned.

Officers in the reserve have to buy their uniforms, same as in active duty.

Yes, they should provide you with some. But to be on the safe side, ask your recruiter.
