Go to Wal-Mart and look at some break barrel air rifles. These are some of the more reasonably priced airguns with higher velocities, typically 1000+FPS. They usually cost between $90-120, if that is too much to pay for what you need it for, then a multi-pump pneumatic air rifle will be a good substitute. They cost about half as much, and have decent velocities. You will want to use pellets (.177 caliber will do fine) because BBs will only injure the birds and is not very humane or ethical, a pellet however will kill it if hit in a vital area. Gamo and Crosman are some of the manufacturers that are established in air guns, and I have good experiences from each.

Unless you plan to kill a LOT of pigeons and keep it up, don't even bother with the air rifle. The byproducts will draw even more undesirables and the birds will keep coming back. Fact is, and you learn a lot from the Animal Channel, when you cull pigeons, even larger numbers take their place within a few weeks.
Your best bet is to make the location undesirable to the birds altogether. Cat decoys, owls, windchimes etc. Motion detecting decoys work. Have you looked at pigeon spikes? Can you string up some monofilament?

It's ok as long as one has permission to do it by the land owner and the slug does not go outside the curtilage of the land.! Having said all that you will be pretty lucky to kill one with an air rifle unless you take him /her from behind! If you shoot from the front they fluff up their feathers and deflect the pettet.

More than enough power for birds, and you also don't want to over penetrate. Althought even with this gun you will, so just make sure that when you take the shot, there is no one or anything you don't want to break.(window, wall, etc.)
Effective range is out to 25-30 yrds. (75-100 ft)
