Nope, it's not illegal to drive barefoot. The web group I belong to is for people who love to be barefoot and there are members from every state and all over the world and after some exhaustive searching by members, there are no law's about driving barefoot. There are no health codes about being is stores, shops, or restaurants either so if you like, leave your shoes behind and be comfortably barefoot as much as you want.

In spite of persistent myths, there are no laws requiring footwear to drive anywhere in the US, see source. Unfortunately these myths are so wide-spread even some cops believe barefoot driving is illegal, or they may try to put it under careless or reckless driving, however the second & third link in the source should make it clear there is no valid reason for that either!

Searching for the following yielded no restrictions:
bare
feet
foot
shoe
wear
The only things it says you must wear is your seatbelt and your glasses if they are prescribed. So drive around naked if you like, just don't forget to buckle up and wear that eyewear!
Disclaimer: Driving naked can probably get you an "indecent exposure" arrest under non-driving laws, so I'm just kidding about doing that. :)

I have heard of improper footwear tickets being issued in WI. But that was in Trempealeau County WI so it might just be something they made up.
