Generally speaking, as far as women go, we tend to think "modesty" equals "frumpy."
But that is NOT the case.
Modesty simply means to be properly covered. No revealing clothing.
Many "modest" Christian clothing websites have clothing that is UBER frumpy. I found this fantastic Islamic website. The fellow who owns it is a former model and clothing designer. He converted. Their colores and lines are just lovely. Flattering not frumpy.

in the USA a man can walk topless, a woman cannot.
It would be immodest in that context for a woman to be topless or near topless, or a man to be nude or near nude, outside of a designated area where that is not immodest, for example, a nudist beach.
