I am doing some research for a friend who lives in Germany, but the only web pages I can find with information on how to obtain a passport in Germany are in German, logically. Does anyone know of any websites in English or any other way I can find out info?

What kind of passport...
The ones for traveling (Reispass) and the passport for citizens (Personalausweis) are available at the town council (Stadt/ Gemeindeverwaltung) that person might as well call any german police station to get the exact address of where he has to go to get the passport.
To get most passports he would need a birth certificate, a document of his landlord (to prove he lives in that city) and of course money and time (Reisepass would cost 80$ and can take 3 moths to get)
