HEY! OK so I want to send a letter to someone at my church (someone who works there). How would I write out the "to" part of the envelope? Would I just put the person's name the line above where the name of the church/address starts? Or do I need to write like c/o something?
Or does the c/o come after the name of the church?

You can address it to the person with the church name and address. Otherwise, the church secretary may open mail that is personal. I would also mark on the front and back that it is personal.
