The Lord gave in the previous chapter (28:9-14), the principles by which we study the word of God. But as you probably know already from Y/A Religion, very few follow God's rules to arrive at Bible truth. In reality, truth (God's truth) is fallen in the street (Isaiah 59:14). The Lord uses several synonyms for His law: precepts, testimonies, statutes, judgments, commandments, etc. In Isaiah 59:14 the Lord is telling us that men (pastors, preachers, elders) have corrupted God's word by bringing their own interpretation of what it says. The Bible tells us that we are to compare Scripture with Scripture (line upon line, precept upon precept) which is commanded in 1 Corinthians 2:13.
This is how false doctrines enter into the church. However, the people in the church are not innocent either because God commands everyone to study His word (2 Timothy 2:15). This is primarily how satan attacked the church--by bringing in false teachers and preachers (tares). We cannot look into anyone soul to see if they are saved or not, but we can search the Scriptures to see if what they say lines up with the Bible. Please read Jeremiah 23.

The whole point of vv. 11-12 is that Isaiah's own God-given vision was a closed book to the people of Jerusalem. To those who could read--perhaps the professional prophets--the vision contained mysteries to which their eyes were closed. Those who could not read--perhaps the ordinary inhabitants of Jerusalem--were removed further still from understanding. The seeming advantage of the professional prophets did not really place them ahead of the common people, for neither understood the vision.
13-16 Spiritual blindness (vv. 9-12) is an appropriate partner of externalism and traditionalism. Here the spiritual condition is diagnosed and found to be malign indeed. Wrong teaching was based on mishandling God's true revelation, the sacrificial regulations, and the Mosaic Law as a whole respectively (cf. Mt 15:9). "Rules taught by men" applies not to the Levitical teaching itself but to the way it was applied by the priests. Human nature does not change but finds different expressions of its fundamental rebellion against God.

This is in reference to the coming forth of the Book of Mormon. In Isaiah 29:10 it talks of the great apostasy. Verses 11-13 are referring to the Book of Mormon. Verse 14 refers to the time after the restoration of the gospel.

Isa 29:10 For the LORD hath poured out upon you the spirit of deep sleep, and hath closed your eyes: the prophets and your rulers, the seers hath he covered.
Romans 11:8 According as it is written,God hath given them the spirit of slumber, eyes that the should not see, and ears that they should not hear, unto this day.
Romans 11:9 And David saith, Let theiretable be made a snare, and a trap, and a stumbling block, and a recompence unto them:
Romans 11:10 Let their eyes be darkened, that they may not see, and bow down their back alway.
It is God that will send the spirit of slumber on many so that they cannot and will not see the truth, for their own protection. For if they saw the truth and understood, and then refused to allow the Holy Spirit to speak through them when Satan the Antichrist was on the earth with his religious beast system, there would be no forgiveness for them.
Isa 29:11 And the vision of all is become unto you as the words of a book that is sealed, which men deliver to one that is learned, saying, Read this, I pray thee: and he saith, I cannot; for it is sealed:
God is comparing the visions that they have to a letter that is sealed and delivered to someone that has the ability to read and understand, but refuses to do so because the letter is sealed. How many times have you heared some pastor or priest say that some part of God's Word is sealed and not to be understood. When God's Word was sealed, such as in Daniel 12:9, Revelation 22:10 and so on, it was sealed for a certain time and generation.
Isa 29:12 And the book is delivered to him that is not learned, saying, Read this, I pray thee: and he saith, I am not learned.
We are liveing in the Fig Tree generation, the last generation, take the book and read it.
Isa 29:13 Wherefore the Lord said, Forasmuch as this people draw near me with their mouth, and with their lips do honour me, but have removed their heart far from me, and their fear toward me is taught by the precept of men:
Mens traditions are now taught instead of GODs WORD.

Isa 29:14 Therefore, behold, I will proceed to do a marvellous work among this people, even a marvellous work and a wonder: for the wisdom of their wise men shall perish, and the understanding of their prudent men shall be hid.
"the wisdom of their wise men shall perish". GOD will send them Strong delusion.
2 Ths 2:10 And with all deceivableness of unrighteousness in them that perish; because they received not the love of the truth, that they might be saved.
They didn't teach GODs word but traditions of men.
2 Ths 2:11 And for this cause God shall send them strong delusion, that they should believe a lie:
If they want to believe Men traditions and not GODS Word
but dream up fairy tails.
2:12 That they all might be damned who believed not the truth, but had pleasure in unrighteousness.

Hello Yvonne, from verse1; this was a prophecy given to Isaiah from God as you know...in v9 ; God is saying the vision has become to the people like a book that's been sealed, meaning when something in the Bible is sealed no-one can open and read..no-one can understand..God has closed their eyes to understanding..v12 means those who have not learn ed, meaning the seers, prophets, and scholars..(this is in v10.)
v 13; means these such people pray to God saying all the right words, but in their hearts they do not know God and do not love God..it is a relationship with God that means absolutely nothing to God..it's hypocritical and self righteous. Hope it helps...

on the principle that Scripture interprets Scripture.
The background is of a nation in continual disobedience and of going their own ways, which must eventually necessarily result in their being given over to their choice with the resulting darkness and blindness.
Isa 1:3 The ox knoweth his owner, and the *** his master's crib: but Israel doth not know, my people doth not consider.
Isa 1:4 Ah sinful nation, a people laden with iniquity, a seed of evildoers, children that are corrupters: they have forsaken the LORD, they have provoked the Holy One of Israel unto anger, they are gone away backward.
The state of our own nation is something similar.

At this time, Judah was so overcome with lethargy, spiritual sluggishness, inactivity, and stupidity regarding truth that even their prophets, rulers, and wise men were blind--so blind and lacking in spiritual perception that God's word was a sealed book to them (v. 11). They were as ignorant as the most unlearned (v. 12). The cause of their blindness was hypocrisy, lip service, willful sins, and hardness of heart (v. 13).
