To a female: Mi preciosa (or bella) mejor amiga.
To a male: Mi precioso (or bello) amigo mio.

i have 3 ways of interpreting it

1) Mi hermosa(o) mejor amiga(o)

2)Mi Preciosa(o) mejor amiga(o)

or maybe you can say

3)Mi Bella(o) mejor amiga(o)
