In Colorado we have the "Make my day" law. It states if someone enters your house with the intention of robbery, or any other crime it is your right to shoot the bugger dead. Legal execution by homeowner...gottta love it.

Interesting question.

Nobody gets away with anything in the real space-time universe; you can't fake reality any way and not create negatives, failures, consequences.

But the basic answers to your intelligent inquiry are two:
1. In self-defense, in the line of a legitimate emergency governmental service duty such as police, armed forces,
espionage agents, judicial sentencing, to protect a more valuable human being from criminal interference in their life of a decisive nature where no legal remedy existed or was available, and performing lawful executions (I personally do not believe in them), or assisted suicides
(I most certainly believe in these under carefully conditions); or to prevent someone from spreading disease wantonly among others; or to prevent someone advocating deadly actions by himself and others (planned terrorism); or one's doing own chosen suicide under the same careful regulations as noted above.

2. The second group would be found in totalitarian societies where the slaves of tsars would be justified in killing anyone who was doing enough to support their oppressors or directly make their situation worse than it already was--if they could get away with it, the benefit to the self would outweigh the harm to an evil person.

No other excuses exist.

You can kill the enemy when you are ordered to by a commanding officer.

You can kill someone in self defense.

when you have a very good comraderie with those that you are deployed with....you look out for eachother, you come home together

Murder - When nobody else knows about it.

War - When your life is in danger or you need to accomplish a mission against an enemy force.

Other - When there is a perceived threat of danger or it is in the name of justice.
