They had a show on 20/20 about stuff being pluged in and what ones use power and what ones do not.
They had said that any unit that is pluged in that needs a clock or anything on the display to run. Then it will use energy.
Anything else would not take energy.
If the fan doesnt have a display for like a clock or something like that then it will not use any energy. The current through the wires would not matter because the energy stays at the end of the wiring but once the fan is turned on then current will start going through everything to make everything work

No. Despite what Opera spouted off last week, most common household devices don't draw any power unless they are actually in use.
If it has a clock, or can be turned on with a remote control - it does draw some power. So if you would rather reach around back your TV and plug it in before you turn it on every time, you can probably save 50 cents on power by unplugging it when it isn't in use.
As far as the fan is concerned, it doesn't take any work to stay put. Electrical energy output that you are billed on is in Killowatt hours. Your fan will use precisely ZERO power to just sit there.

Not totally sure, but my logic tells me that there will still be a current running through your cord, but, since its not advancing to provide any power, you'd probably be paying like $.00000000001. UNLESS you have an additional ability on that fan like a clock or something then..yea you would. But if not, then I wouldn't think so. I bet your best bet would be to call your electricity provider or maybe even the company that made the fan.

There is still a current running, so you will still have to pay something, but it's a fraction of the cost.
