You must first pass the EIT exam. The best time to do this is right after college (when you have most of the information 'fresh' in your head). The EIT exam covers all engineering disciplines, including some engineering-business categories
After working in your field of engineering for several years (local state laws prescribe exactly how many years), you may apply to take the state PE exam. You generally need a sponsor (another PE) to recommend you to the state-licensing board. The PE exam covers only your specific engineering discipline.
Some states allow you to bypass the EIT, only if you have a master's degree (or PhD) and have many years of experience in your engineering discipline.

The usual requirement is to have your EIT and BS degree first. It is better to take the EIT during your junior year in college. After earning your BS degree, you will need two to four years of responsible engineering work experience under the supervision of a registered engineer. You need to check with the licensing board for your state to see how many years of experience is required.
There are some exceptions to the above available for people with graduate degrees or even no degree.
Once you have all of the above, you apply to take the PE exam.

It varies by what type of engineer you wish to become, and what state you wish to become registered in. Visit a Jr. College advisor at least, to discuss the educational requirements first. Perhaps they could also provide guidance as to how many years of related experience you need in a particular engineering fields before you are allowed to register (and pay) for the exams you need to pass, to obtain a professional license... and then you also need to register, or pass exams in all the other states you wish to become licensed in.
