Chemical weapons, for all the hype, do have some military value but are uncontrollable.
The Sov's were going to use persistent agents on Nato airfields and depots at the start of a war, if one started in Western Europe. Such an attack probably wouldn't have stopped deployments but it sure would slow everything down to a crawl--and that was the desired effect..
But on the other hand, chemical aerosols and gasses aren't especially controllable. A Japanese terror group set off a quantity of Sarina (one of the dreaded nerve gases) in an enclosed crowded (and crowded only like the Japanese can crowd) subway station in Tokyo. If you get some minuscule quantity of this stuff on your skin, you will be dead in minutes. But in the Tokyo attack, I seem to recall only 9 people killed. The example is given as a proof that you can have the best strategy for deploying chemical weapons, but it can still fall flat.
The reason military people prefer explosives to chemicals, is that high explosives are very control able and the effects of chemical weapons are very erratic.

Biological weapons will always be a concern. Because it is not hard to produce low grade weapons. and there are several countries with stock piles of these kinds of weapons. It would not be hard terrorist to secure these types of weapons on the black market

The technology will always pose a danger (if used by terrorists or crazed individuals), but it's unlikely to be used in a traditional, declared war.

No -chemical weapons are definitly still alive and thiving. Diseases can be spread st any time as well as chemical warfare, and chemical bombs.
