"Important Message: You may need to click the gold bar at the top of the browser window to allow the install" i cant see a gold bar. i couldnt view youtube videos it just come up as a white screen i uninstalled flash player 9 and also shockwave player then it worked a day later it started doing it again i did the same again now i cant get flash player to download.

completely uninstall flash then try again

The gold bar is more like a narrow dirty yellow strip between your toolbars and the actual page. (Microsoft Spin Description) You just click the bar and it gives you the option to continue. If you have uninstall problems, some other answers were good.

You have security turned so high that you disallowed install of plug-ins and such.

Tell us which browser you use to get more specific help. But basically, you have to go into preferences / options and locate the setting that disables remote installs, and turn that OFF so remote install can take place.

If you are using Internet Explorer, then it will be the new ActiveX controls that Macromedia have started using. I personally would not entertain it, and would get firefox with flash plugin.

ActiveX is a known hole used by hackers and ,malware writers.

Use the uninstaller from their website at http://www.adobe.com/cfusion/knowledgebase/index.cfm?id=tn_14157

You should then be able to install flash player.
