Well, that depends...what did the owners do before you? (I'm assuming these are new puppies?)
If you aren't going to be home with them, you can leave food out, but that's going to make training more difficult. In order to get on a bathroom schedule, the dogs are going to have to start eating regularly. Otherwise, well, what goes in must come out...and since they're intaking all the time, they'll be going all the time.
But you shouldn't leave milk out at all, just as they advise humans to do. By 9 weeks, puppies shouldn't need their mother's milk, assuming they were properly weaned---or any milk for that matter. They'll do fine with water--- FRESH water. If you're not going to be home, consider getting one of those water things that dispense water automatically. It's not the best option, but it'll work.

Way too complicated a meal plan for a pup that should be fully weaned. Switch him to a puppy kibble (high quality) and mix with a few tablespoons of warm water to soften. When choosing kibbles, make sure corn, soy, artificial colourings and artificial flavourings are not included in the ingredients list. Feeding 3 times a day is sufficient until around 5-6 months where you can go down to 2.

9 week old puppies should not be left alone for a prolonged amount of time.
Cows milk should never be given, it contains too much lactol and upsets the digestive system.
Puppies should have between 3 and 4 feeds a day depending on their breed size, food should be left down for 20 minutes and then removed. Dogs will eat until they are sick you do not want them getting into the habbit of having a constant supply of food.
At 9 weeks i would hope you are taking them to training classes, dogs are recommened to be trained from 8 weeks of age.

Puppies should eat two to three times a day. I wouldn't leave food out all day for them. Leave fresh water.
Why milk? That can make the have the runs!

They should be fed 4 times a day. If they don't eat all the food within about 10 minutes, it should be thrown away & fresh food given at the next scheduled feed. If you don't supervise them when they are feeding how will you know if each pup is getting its share or if a greedy one is getting the lot?

NO MILK !!! Once pups are weaned do not give milk. Milk can give them digestive problems. Pups need food three times a day then at about 4-6 months twice per day until grown then once or twice per day.

I can't believe that you are leaving these puppies alone all day. I assume that they have recently been separated ffrom their mother, and you should really be there to substitute for her while they are so young. This is no way to look after young puppies and I am eally upset to think about it.

No. First of all they are too small and young to be left alone all day. and
Second, milk is not good for puppies, I do hope you mean dog formula. Besides they should have been weened at eight weeks.
