In my opinion I would think that a hitch welded would do more damage to your vehicle if you were in an accident.
A hitch that is bolted to the frame would break off if you were in an accident doing less damage to the frame.
Welded to the leaf spring shackles I would say that you have some serious problems from the get go.

Not typical and very dangerous. No, not strong or safe!!!
Most strong,,class III hitches are bolted to the MAIN FRAME and not a bumper.

lets put it this way.. it is as strong as your bumper (which is designed to deal with COMPRESSION problems, not expansion ones.)
If you pull a heavy load that bumper will tear right off.
If you are dealing with welding, it needs to be welded to the van's Frame ... Of course it will be a ***** to remove later.
