Being filled the Holy Spirit can mean different things.
A person receives the Holy Spirit when they become born again and put their faith in Jesus for the first time. We see an example of this in the Gospel of John, chapter 20, when Jesus breathed on His disciples and said "Receive the Holy Spirit" - the Greek tense indicates He meant "receive right now while I am breathing upon you."
This event is the same event that is recorded in Luke's Gospel in the 24th chapter - yet we see there that Jesus gave further instructions that the disciples were to tarry in Jerusalem until they received the promise of the Father - the outpoured Holy Spirit. This occurred about 7 weeks later and is recorded in the Acts, chapter 2, when the Holy Spirit was poured out and all the disciples spoke in tongues. So we see from this that a person can receive the Holy Spirit in salvation, yet receive a fuller measure - referred to in Scripture as being baptized, or immersed in the Holy Spirit. Even after this though, we see special occurrences where the Holy Spirit filled a person for a specific task or proclamation, as for instance Peter when he stood before the Jewish Council he received special courage to testify:
"Then Peter, filled with the Holy Spirit, said to them: "Rulers and elders of the people!..." "
(Acts 4:8) or when Stephen was martyred we read:
"But Stephen, full of the Holy Spirit, looked up to heaven and saw the glory of God, and Jesus standing at the right hand of God. "Look," he said, "I see heaven open and the Son of Man standing at the right hand of God." " (Acts 7:55-56)

Finally, we see Paul telling the Ephesians, all of whom were already saved and had received the Holy Spirit:
"Do not get drunk on wine, which leads to debauchery. Instead, be filled with the Spirit."
(Ephesians 5:18)
The Greek tense here means "be being filled with the Holy Spirit" - that is, keep on being filled with the Holy Spirit.
So to sum up; we receive the Holy Spirit when we get saved, putting our faith in Jesus; but there is a second experience where we receive the Holy Spirit and His baptism to empower us to be witnesses for Jesus; then we receive special infillings for special occasions; and we need to be seeking God for the filling day by day to live in victory and power.

To be filled with the Holy Spirit can mean many things.

It can come as a witness of truth that will burn within your breast such as gaining a knowledge that Jesus is the Christ.
It can cause a person to prophesy of truths.
It can lead to the healing of the sick, speaking in tongues, or the interpretation of tongues.
It is any of the Gifts of the Spirit.

Being filled with the Holy Spirit is being in touch with the will of God at any given time through the opperations of the Holy Ghost. You can feel the temporary influence of the Holy Ghost at any time, but it usually does not stay for long periods. This is usually a flash of inspiration to do something or a prompting to follow a truth that you may have heard.

You may have the Holy Ghost as a constant companion at all times after baptism and the laying on of hands by one who has proper authority. This is much different than the temporary influence because the Holy Ghost takes a more active part in your life as long as you try to follow the teachings of Jesus Christ. In this the Holy Ghost can give warnings before sin, help you to maintain a testimony within your heart, or help you to serve others on a long term basis for their good.

When we become saved - believing that Jesus is who He says He is - confessing with our mouth the Lord Jesus and believing in our hearts that God raised Him from the dead - the Holy Spirit comes into our hearts - actually resides there - and is within us. He is our Comforter. He convicts us of sin. That is being filled with the Holy Spirit. When this happens, also our spiritual eyes are opened to the Truth of God's Word, the Holy Bible.

to have the Spirit of God inside of you and guiding you
it is evidenced by tongues and is part of salvation

Act 2:4 And they were all filled with the Holy Ghost, and began to speak with other tongues, as the Spirit gave them utterance.

Act 2:38 Then Peter said unto them, Repent, and be baptized every one of you in the name of Jesus Christ for the remission of sins, and ye shall receive the gift of the Holy Ghost.

In my opinion, and that of my husband, to be filled with the holy spirit, he has to always be on your mind. And your life needs to be measured up to the Bible. God cannot abide in an unclean temple.
