Probably not a good thing to be eating right now!
While the brown color is due to oxidation, ground beef should really be either eaten or frozen with 24 - 48 hours after purchasing -- and even quicker if you don't know the store and how fresh their meat is.

I did not know it was carbon monoxide until a few months ago, although I have NOT bought any meat from the grocery stores for about a year I have seen MOLD on pork chops, I got food poisoning from chicken(it was fully cooked but some how we all got sick) the hamburger at the store had HAIR in it and another time it looked fine(even when we cut into it it was NOT brown) but had the most AWFUL SMELL coming from it. It was so gross, I will never buy meat from the grocery store again whether it be for my dogs(although I cook all of my dogs food, I make them an all natural homemade diet) or myself. I ALWAYS use the butcher, they have the freshest meat and it really isn't that expensive it true. I even buy their veggies and fruit from the whole foods market. I am looking up a good carob brownie recipe at the moment :) This is the reason I don't go out to eat either, yuck, you never know what kind of meat they use or what they do to it, LOL!

Air is getting to it. If it's only a little brown on the outside, then it's probably safe. Most of the meat should still be pink. Use it today or trash it.

If it smells bad it probably is bad. If it is a graybrown color outside and red inside, just remove the discolored part to be safe.

No but use it quick. If ever in doubt, smell it. Spoiled meat STINKS!

Old saying from our local health department:
"When in doubt, throw it out."
It applies to everything from meat to eggs to milk to whatever. You can't go wrong with that rule of thumb.

if you bought it brown, it just hasnt been injected with nitrogen to make it that pretty pink, the way we love it. if you put it in the freezer, it is just freezer burned, but still good

If its been under constant refrigeration, it should be fine. The big test: SMELL. If it smells bad, it IS bad.
