put them in a pool and have them walk in the shallow end. it alleviates the pressure on the joints and is no impact. Plus its fun, i'll bet its been a while since he/she has been in a pool

Slowly and it will be a slow process, but you can start with 'Have you seen the size of that flower in the garden' and if the 93 year old has a interest in flowers, they might go to see it. Find what the person is interested in and hone in on that to start the process.

a dog is an excellent suggestion.
Kids work too -- grandkids, great grandkids
How about using a reward system? What do they really like to do? Play a game, small treat, movie, music etc. - use it as a reward for walking.
