Reality Check time:
Ok.. so you put down 10,000 . If your tax rate is 8% you just saved yourself $500 and risked a couple grand in fines and possible jail time. For 8 cents on the dollar lied about, is it really worth it?
Remember that all they (the state) needs to do is to call the previous owner (like they don't know who THAT is) and ask.
Dude: IF you are going to do perjury at least pick some goal that makes it worth the risk.

Remember if you cheat, you might go to jail.I know of one dealer who is in jail now he got 18 mt,if you buy a car for $16,500,just pay the tax and sleep good at night.

In our state, they use their own chart to determing the value used for tax purposes. If your state people have IQ above 0 - which may not be the case, btw - they do the same thing.

Find what form you will need at DMV to say it was a gift to you, or to say that it was given to you to fullfill a debt. This way you wont have to pay taxes on it at all. However, you can put what ever you want on the bill of sale ($1.00 even,lol), and even put that amount on back of your title. Your lucky your not in NY, you would be paying taxes upon taxes upon taxes................................
