We don't really know where you're located and laws vary from country to country, and within the U.S., from state to state. From a U.S. perspective, I can tell you that in most states, a lapse in having a current license will result in you having to take both the written and road tests. Some states will allow you to reapply and get your license with just a written test.

Additional information about your geographical location would allow us to research your question and provide a definite answer for your location.

EDIT: Thanks for the additional info. Texas draws a distinction between suspended and revoked licenses, in this regard. If your license has been inactive for two years, it's probably revoked, rather then suspended. If it truly is suspended, you only need to apply to have it reinstated. If it is revoked, you have to apply for an entirely new license, taking all tests and paying all fees. Here is an extract from the DPS website:

Once your license is suspended, you may not drive for a set period of time. This length of time depends on what you did to lose your license and is usually from 90 days to one or two years. After this time has elapsed, you may apply to have your license reinstated.

You will be required to pay reinstatement fees to get your license back. In most cases, the fee is $100 in addition to whatever fine or penalty you paid for the citation(s). You may apply for a reinstatement in person or by mail.

If your license is revoked, as opposed to suspended, you will need to apply for a new license from scratch once your revocation period expires (if you are even eligible to get another license). This means taking the written and road tests as well as paying all the application fees.

if it is a full gb drivers license you will not require to take a retest unless a judge has ordered you to take a retest with regards to reappling for your license you can ring the dvla and give them you details and pay over the phone

If memory serves, you need to start from scratch in TX once your right to operate is reinstated. The DPS office will let you know what hoops you need to jump through.
