He has no charges, but has had a few run-ins. He was always let off the hook, but the last time he overheard them saying he was a level 5. What does this mean?

This is most likely an intra-department grading scale.

I am just making an educated guess on this, Level 5 could possibly mean: mostly harmless, good chance of success at intervention.

In comparison, a Level 1 would possibly mean: felon level, incorrigible.

Oh No, He's level 5, Tell him to run as far away as he can soon they will get him, maybe they are looking at this now but level 5=bad

Level 5= minor offence . Level1= Bad felony !

level 5 i believe is when they place him in jail and what level maximum security he is placed on
