Travel agents have to follow the same rules the airlines put in place. If you purchased an airline ticket outside of a package, then the rules for the airline stand and most are nonrefundable unless you pay a lot more for a changeable fare. Most of the time, the airlines allow you to change an airfare with a penalty of 50 -100 for domestic flights and 100-275 for international. You do also have to pay the difference in airfare. If you booked a package, there will probably be a penalty as well, but you can get part of your money back normally.

That said, a lot of travel agencies are also charging a cancel fee for the work they have to do to keep the ticket active and help you rebook it. But if your airfare is a published fare you can also go to the airline directly and tell them you want to exchange the ticket with them if you don't want to pay the travel agency cancel fee.

Don't expect a refund from a nonrefundable published fare, even if you booked with a travel agency. The airlines don't refund your money so it is pretty hard for the travel agency to do it, even if you changed your mind. If you just booked the ticket, within the last 24 hours there is a slight possibility they may be able to void the ticket, but after 24 hours you have a ticket and the only thing that can be done is to use it or pay the penalty and use it at a later date.

********With the additional details you should be able to just tell them you do not want the ticket***************************

If you already paid for the ticket the travel agent might charge you for canceling because airline companies also do the same thing.

It depends on the policies of the agency. Often, if you've booked the ticket less than 7 days ago, you can cancel it.
