Wikipedia says the following:
The Ruger 10/22 is a semi-automatic rimfire rifle chambered for the .22 Long Rifle. It has a removable 10-round (or 5-round) rotary magazine which allows the magazine to fit flush with the bottom of the stock. High capacity magazines are also available at reasonable prices. A magnum version is also available, chambered for the .22 WMR cartridge, lastly a .17 HMR is available as well. The standard version has been in production since 1964, the Magnum version since 1998, and the .17 HMR was just introduced.

The 10/22 is very popular for small-game hunters, and among those who just like to plink or target shoot. This popularity has led to many after-market modifications being available to improve performance, augment the rifle's looks, or increase its magazine capacity. Custom manufacturers also make "clones" of the 10/22, which are similar in design (most parts will interchange) but built to much higher tolerances and costs. The 10/22 has an easily-removed barrel, which would require a gunsmith's work with most other rifles. This is all you should need. I have one and its the best most improvised weapon Ruger has ever made!

I'm going to go with Aaron on the Rem 597. If it doesn't shoot good out of the box you can obtain a target barrel for one. Personally I would spend less on the rifle and more on the scope.
Of course there a lot of after market items for the 10/22 Ruger. They do not shoot that well for me, though.
I have heard the CZ 452 is a really accurate .22. Never have shot one, though.
If you want to spend more and get a good rifle check out the Anshutz 64MPR. Retains it value and meets weight requirements for CMP targets.

10/22 is a good rifle.I have 3.If you don't want to spend that much a Marlin bolt action with "micro groove' barrel is a very accurate and fun gun.They come with scope grooves and 10 rnd magazines.A scope is generally easy to put on and increases the accuracy greatly.Your investment will be about the same as a 10/22 but you will have a scope ,use a lot less ammo and probably get to be a lot better shot than just peppering the H---- out of everything!!Get to a local range.Most of the people at those places are friendly and very helpful,there are a lot of very skill full men and ladies in my gun club.
Learn to shoot safely and correctly and you will probably enjoy it for life.Shooting like an idiot wears off very quickly , wastes a lot of ammo and is quite dangerous.Shooting well takes time and challenges the inner self to improve.Enjoy your self and good shooting!!

ruger 10/22 is the best however the best is always the most expensive. marlin 60 is a very popular .22 at a good price, its one of my favorite guns on the gun rack. im picking up a new mossberg 702 .22 tomorrow and ive heard that they are pretty good. id say either the marlin or the ruger there the most popular .22's on the market and have been for years.

Ruger 10/22 is the best one out there, however if he's looking to shoot more long distance at them say over 100 yrds then you should go for something like a 22-250, for that I would suggest a Savage, thats what I use on the lil buggers!

Get a Marlin. They have tons of models to choose from, they're quite cheap, relatively, and they're more accurate than any Ruger I've shot (unless it's customized, of course).
By the way, heavier rifles shoot BETTER!! Anybody that complains about having to carry a 7lb gun instead of a 6lb gun is a frickin sissy.
For the money, you can't beat Marlin's .22's. Bolt actions are more accurate, but more money. Marlins, regardless of the comments by people that are addicted to the hype associated with Rugers, are better shooters. And that, I assume, is what you're looking for.
If you have lots of money, get a Kimber. They're, as they say, AWESOME. Good luck.

The Ruger 10/22 is very popular, If you think your bf would like a lever action gun the firm of Henry makes several, abd ofcourse Remington, Stevens, Marlin all make good bolt action rifles.

The Ruger 10/22 is the most popular .22 rifle on the market today, they're reliable, cheap, and there's tons of aftermarket stuff you can hang off them to make it into almost anything.
And I hate them.
IM(less than)HO, they're too heavy, too short and balanced all wrong. For my money, the best .22 ever made, and still available in the used guns market, is the Marlin Nylon66. If you can find one, get it. Trust me, I never lie.

The Ruger 10/22 is the best rifle. You can buy 25 and 30 round magazines for it and many aftermarket stocks and accessories are available. Your boyfriend can upgrade it and keep it forever.
It is fun to target shoot and hunt with. New ones start around $175-200. I like the stainless steel or bull barrel versions, but they are more expensive.
