It's called a mitre. And it looks funny because it is unusual. But conical hats go way back. They are supposed to generate mystic powers of illumination. This is why you see pointy hats on witches, wizards, popes, and bishops.
Even the pointy dunce caps that teachers would put on failing students were initially meant to stimulate intellectual activity rather than humiliate.

It`s called a Biretta, this is the small round skullcap, the other large one is a Bishop`s Mitre, and it looks funny becuse you think it looks funny.
