First, try a Windows98 Fix and Repair. This site offers one free scan.

If this does not solve your problem, I suggest you copy any files you want to save onto floppies or a flashdrive (if you have USB ports), than format, restart, and reinstall Windows.
I hope the free scan helps you because Microsoft no longer supports Win98.

try to copy this scanreg /restore into the run box if it works there should be at least 4 dates to choose from
