Try to drink a little water after 7 and also less salt at dinner.
(sodium) and splash cold face on yourself when you wash off the soap you use (while washing it). In the morning also you could use a compress of cold water too for just a few moments.
I also suffer baggy eyes during the "cycle" and have been using a lift/eye cream with mulberry extract and licorice it works instantly and has helped a lot -

I think everybody has puffiness in the morning. I splash my eyes with cold water for a couple of minutes and then brush my teeth... by the time i get out of the shower I'm a lot less puffy. I don't think caffeine or drinking water will do much... 8 glasses a day and no coffee is overrated... I think a lot of it is genetics. My sister gets bags under her eyes while my eyes get more sunk in... it varies from person to person. Try anti-puffiness eye creams.

I fill the bathroom sink part way with cold water and add a tray of ice cubes. I splash on my clean face. I also chill wet chamomile tea bags for under eyes.

before you sleep, put 2 tea bags (don't throw them after a cup of tea, keep them in the fridge for this purpose!) on both eyes and let stay for about 10-20 minutes.. works great, and better if regularly done.

try be4 u sleep to put ur head up & in the morning get two COLD spoons and put it under ur eyes then put rinse ur face wiz cold water, it's normal to ve puffiness in ur face
