Not actually decayed but it is fermented lactic acid bacteria. The said bacteria turn the sugar inside the milk into lactic acid. And of course it will happen if your milk is not refrigerated.

One good example of lactic acid bacterium (singular of bacteria) is Lactobacillus.

That's the smell of fermentation. The organic matter releases gases, and gases can have strong smells.
