The answer is yes and no. Each state has different laws govering drivers. It is best to have an international driving permit you can check your DMV office for availability. Most international airports have a place to get them. That permit is reconised in all 50 states. In the Us it is next to impossible to rent a car with out an international permit.

You can do so in most states. You can enquire when you book your car thru Hertz or any of the major car rental places.

You can drive with the Sgp licence only for the period of stay without the visa. Eg. 90 days. If you are staying beyond that, then you need to get either the International Driving Licence or the US driving licence.

In Singapore, you can get the IDL at AA Singapore (River Valley).

As long as you know how to drive you are free to drive as you please with or without a valid license. However, if you get pulled over you are most likely going to get a ticket. When you go to court show the judge your Singapore license and play stupid. This may or may not get you out of the ticket.

Your license is valid in the US for the duration of your temporary visit. If the character set it is printed in (especially your name and address) is other than a Roman character set you'll need an IDP to go along with it to serve as a translation of your license.
