Suppose i have 2 charged plates, one negatively charged and 1 positively charged, and i connect these plates via a wire, and in between the wire i place a bulb which works for any amount of current or voltage......just for a moment when the circuit is complete, will the bulb glow?

I know its a yes....i am just confirming

yes, because electons (charged particles) will travel from negative to positive, with a wire and a load, that load will operate if there is enough voltage (movement of electron), but in your case, a light bulb that works for any voltage, then definitely.
PS: in that case, the bulb may work if you put it in between your fingers since your body produces very very small amounts of electricity.

IF a spark is produced without the superduperbulb, heat has been produced in the air gap and that heat is work.
