Control+Alt+Delete will bring up your Task Manager. This will show you what process/programs are running at the moment.

You can also go to Start > Run > and type Msconfig. Go to the Startup tab and see what programs start when the computer comes on. Its safe to just uncheck everything and restart, but be sure to not uncheck something you would want to start wit hthe computer.

Above are correct.
In "msconfig" you can uncheck programs you not want starting on Boot. Many start OK when you Double-Click or however you have them set to start. You not need every program you install starting on Boot. Many will install themselves to do this.
If, the above not work try this;
http://www.microsoft.com/technet/sysinternals/FileAndDisk/processmonitor.mspx
It will tell you a lot, even who make the program in most cases. There are many other little tools here at the home page;
http://www.microsoft.com/technet/sysinternals/default.mspx

LISTEN, these are simple .exe files and come "Zipped". Not use much Disk Space and not Resource Hogs. What I do is make a Folder "Diagnostics" or whatever and then within that folder a Sub-Folder for each I install then I know which is what and copy what they do and that with the program. Normally I Download to that Sub-Folder and un-zip to there. Then I keep the Zipped File for backup and share with friends off my Jump-Drive.
