Go to http://download.com and looked for CutePDF (free program). Install it, and it adds a "printer" to your computer that creates PDF files. You would simple open the scanned document in your graphic program, and then do a File > Print > and select "PDF File" as your printer. The graphics will saved as a PFD files.

Did you scan it or did someone send it to you scanned? My scanning software offers me the choice to scan a document or a picture. A "document" choice makes a PDF file while "picture" choice makes it a .GIF file. You may want to print and rescan the document. Most PDF conversion software that I found changes a document that has been created in a software application (i.e. word excel etc.) not something that has already been scanned.

you can use something like nuance PDF converter or if you have word 07 you can insert the JPG of the scan into a word document and then export it as a PDF.
