Tea tree oil. You will find it in the vitamin section. Mix an entire bottle with your shampoo. When you shampoo, leave it on your head at least 10 minutes. Rinse and repeat. You will be amazed. Tea tree oil can be used for all kinds of skin problems. Even acne. It is inexpensive and really works. I'm a nurse and I've seen this heal wounds that nothing else would. Give it a try and give it a few days.

Try a shampoo that contains ketoconazole. Nizoral is the brand name, but many stores offer a generic brand for cheaper. Works great.

Try a tar based shampoo. I know it sounds odd, but I use one because of psoriasis and it works good.
