The SA or Sturmabteilung was the forerunner to the SS. As the SA leader Ernst Rohm, became more and more uncontrollable by Hitler, he was targeted for execution and Himmler was named head of the new SS and the SA was disbanded. Himmler was appointed the Reichsfuhrer of the SS (or Schutzstaffel) on Jan. 6, 1929 by Hitler and it's membership was at about 300. Later they expanded to a fighting force which the first units were called the SS-VT or SS- Verfugungstruppe. I believe the name you are looking for is the "Sipo" or Sicherhietspoliizei (Security Police Division) they were among the first SS Divisions.

The Liebstandarte Adolf Hitler (Bodyguard Adolf Hitler) was the first Waffen SS division, but it arose from an SS unit smaller in size than a division. The SS units were not expanded to division size until the war had started.
