I would definitely recommend a video camera if you are wanting to take a lot of video. Video cameras not only are set up for longer videos (rather than just clips), the newer and better ones have higher resolution and faster frame rate than you will get on a digital camera.

That said, there are some digital cameras capable of some pretty good quality video clips. I have a Canon Powershot S3 IS and it makes excellent videos, 640 x 480 at 30 fps or 240x320 at 30 or 60 fps; records sound in stereo, and you can zoom while taking video. It also has a dedicated video button, so you can still take high resolution stills, and you can start shooting video in a second while on any mode.

You talking 8mm film or Hi8mm video

For film, yes setting to the 320 x 200 15 FPS is very close

For hi8, not really, it's either way below or 20% above at 640x400 30 FPS mode.
