Because joint surgeries are tricky be aware of who you pick to be your Dr/Surgeon. Discuss the benefits and drawbacks. How bad is the problem? Is it hurting you? Causing you to not be able to live and do things to your liking? I have had 2 knee surgeries. Need another but won't do it yet because it is a long haul back to normal. But being its your arm you may be fine. Maybe you have arthritis? Try stretching and therapy first with moist hot pads. Good luck.

A x-ray should see if you have extra calcium on your elbow. Chances are the problem is the muscles, tendons are tight and you need to see a Physiotherapist to loosen out the elbow. I would try and avoid surgery if at all possible.
