Most of the above have got it about right - you cannot demand that the owner of your neighbours property re-instate the fence but you can of course put up your own. It needn't be that expensive - just posts knocked in with wire would probably do the trick.

You should also be aware that if the neighbours dogs come onto your property you are at liberty to see your solicitor who can take action to force your neighbour into preventing this - it is after all a form of trespass (not a police matter though unless the dogs are dangerous - you have to do it privately)

You cannot make the next door neighbour put up a fence. You can put up your own fence but it must be on your land. The person to ask is the owner of the property to put up a fence.

That is governed by local codes and you would need to go to your municipal building to ask what the local laws are regarding that situation, but it is not likely that you will be able to force your neighbor to build a fence. Perhaps you might put up a fence just on your side of the property? At your expense, but the fence would be their.

The party liable for the removal of the fence must rebuild it. Otherwise, the existing tenants must agree to equally shoulder the expenses of building the fence.

I don't think you can demand that someone put up a fence on their side of the property line at their expense. Why don't you put up a fence on your side of the property line?

The answer may be in your question. If it is the neighbours fence it is their responsibility.
However it is rare for a boundary fence bewteen two properties not to be shared.
What do your title deeds say?
Why can't you both come to a mutual agreement?

Call your court house in your area, ask for building codes. If they fence is completely on the neighbors property, hope she can learn to like it-or build her own next to his. She better be completely sure that it is exactly on the property line before she paints anything. You know the other mature thing would be to ask the person if she could paint the part of the fence facing her yard.

You have no rights to replacement of a neighbors fence. You may elect to put up one of your own if you get sick of waiting. The old saying "good fences make good neighbors" comes to mind.
