I had advertise for job oppoturnity in the web and plenty of them applies, and I do call many of them to come for interview. But why nowadays people just didn't care and just ignore the invitation, why do they bother to apply it then?

It could be your poor grammar. I can tell from your two sentences that you are offering a go nowhere job in either a scam, a pyramid scheme, or a go nowhere business.

more than likely they apply because they are looking for work. Maybe something you said when you called them for the interview turned them off. It could be the wage in their minds is too low for what you expect from them. It could be you don't offer the benefits they want. Could be your business is not in their area, like too far for them to travel or they would have to pay parking fees or some other reason that makes the wage not equal what they have to put out just to get there. It appears that your advertisement was a good one but did it describe the job accurately? Why not when you call them for the interview that you ask them "what kind of job are you looking for", and "what kind of salary do you expect".

Because there are background checks and credit checks to be done a lot of people who own stores and companies turn to temporary agencies and temp-to-perm agencies to do their advertising, applying, checking and initially interviewing a person before they send them to you. Sure there is a fee involved but wouldn't you rather have the agency do that and get you a good worker than have no one come to interview in person?

Because doing something on the internet is effortless compared to seeking out a job they really want and putting in a formal application so you are likely to attract the timewasters.
