Before 1996 WC a score around 200 is enough to win a match.
After 1996 WC 300+ is vital to win a match
After 2006 it seems 400+ is even not enough, the oppostiion may reach it simply.

Times have changed, the game has evolved so much. I think in an effort to bring more entertainment to the crows, the powers that be, have tried to make the game more about runs than wickets.
Batsmen train harder, hit the ball further so its not surprising that the average score has gone so high.
I think it was either Hayden or Gilchrist said that it wouldnt be surprising to see 500 scored in this current world cup and I honestly felt that was very possible.

yes, it is true that even 400+ is not enough to win a match.

but at the same time, in some matches the first team gets out below 200 runs and have won that match by dismissing the other team for a low score than them.

since cricket is a game of uncertainties nothing can be predictable.it shows that the team concentrating on one field may be only bowling or only batting cannot succeed, so they have to concentrate on both fields to win a match.

Of late the One Day Internationals including world cup are becoming batsmen's game as the pitches are favouring the batsmen.
