"Lost in Space" had to be one of the worst movies, ever, but the set and special effects were pretty good.
The first "Terminator" was a great movie, but the special effects weren't too great. That part where Arnold plucks out his eye bugs me, because you can tell it's not his real face.

I can't say what the best movie with bad special effects would be, but the movie that came to mind for worst movie with great special effects, at least at the time, would be "Lost in Space."
The major problem with the movie was that there was a big special effect or soaring music in practically every scene. It was just overload after overload.
It was just awful.
Best movie/worst special effects, hmmm.
"Logan' Run" had some pretty lame special effects.

Best would be Barbarella, Flash Gordon, or the ultimate--Rocky Horror Picture Show. The worst with great special effects would have to be Jurassic Park 2. It's a cheat, but I hated, hated the movie.

I always loved Flash Gordon. Cheesy as hell, the effects are horrible, but there was always just something about it. The Day After Tommorrow had great special effects but I never really cared for the story.

Worst with good F/X: Pick a Star Wars Prequel, pick any Star Wars prequel.

Oooooh, I forgot about that Godzilla movie. That *was* pretty awful.

Worst with great effects would be 'Battlefield Earth'.
