You need a computer that has "wake on lan" embeded in the eithernet. This allows you to remotely TURN ON the computer. You could also use some other remote "lights out" card to switch the computer on so you can use it.
If you can't sit down in front of it and use it, you cant use it from anywhere else either!

If the remote pc is switched off, its impossible to connect..

you cannot do that if the remote pc is switched off
it must be switched on

Firstly you should get yourself some good book on computer basics. computer is just like an applicance like TV, can you watch TV when it is switched off?
