I am foreigner staying in Japan, how could i buy a notebook that using English language?

here is what I would do if I was you! I would go into a store there and ask if the bios could be changed to the English language ...

Now it is the biso that sets up the computer systems Language, so it may be possible that could be done, not saying it can, not saying it can't but it is worth a try,,,,

Bios setting is nothing to do with windows as mentioned above it only set windows up for any language not the computer system.....

the choice is yours

Windows has regional settings that will enable differant languanges so you don't need a specific type of computer, you just need a computer with Windows.
