I, personally, don't like it.
It's just so much easier to clean outdoor carpet.

OK, but not as good as some other options, and more expensive than others.

The recommended mix at http://www.russiantortoise.org is a mix of clean potting soil (no perilite), Bed-a-Beast, and sand, covered with Timothy hay.

Because Bed-a-Beast and many other shredded barks can hatch out pests (harmless but annoying), I would replace it with sphagnum moss (not peat).

The nice thing about this mix is that you can adjust it- more sand for a drier area, more moss for the humid area. You can also grow things in it.

Carpet has a few benefits, but does not allow good humidity control, burrowing, cleanliness, etc. I used to use it, but won't anymore.

Not great. A combination of bed a beast and edible hay is preferable, assuming you are talking about an indoor enclosure.

Carpet is not good for turtles and tortoises. I have seen many a torn claw from getting stuck in the weaves of such substrates.
