You can check the MSDS sheet for any particular strong base. For Potassium Hydroxide, the treatment for contact with skin is as follows: "In case of contact, immediately flush skin with plenty of water for at least 15 minutes while removing contaminated clothing and shoes. Wash clothing before reuse. Thoroughly clean shoes before reuse. Get medical attention immediately."
Barium Hydroxide: "Wipe off excess material from skin then immediately flush skin with plenty of water for at least 15 minutes. Remove contaminated clothing and shoes. Get medical attention. Wash clothing before reuse. Thoroughly clean shoes before reuse."

I've made lye soap. All the instructions on how to make it say to pour vinegar over the skin if you should spill lye on it. I'm not disagreeing with the MSDS, but I do know that lye gets extremely hot when it comes in contact with water. Ever see the movie Fight Club? So, I would have guessed that you should put something acidic on a strong base spill on the skin to neutralize it. But, I guess what the MSDS says should be right. I find it hard to believe though. (Potassium Hydroxide is lye--a strong base. Vinegar is acidic.)

Water is the only remedy. Strong bases burn, and reacting them with anything can generate heat, adding to the burn. Acid-base neutralisations should never be carried out on the surface of the human body, ok?!
So, copious amounts of water, followed by an emollient, soothing cream.

Use an aphiprotic substance (one which will react with both acids and bases).
It will only react with the base, and then stop, unlike an acid, where you would get badly hurt from any excess. So you don't have to measure out the exact amount to neutralise the base.
A good one to use is sodium hydrogen carbonate (NaHCO3) because at the end of the reaction all thats left is water, carbon dioxide and Na ions, which doesn't harm the environment, and is safe and easy to clean up.
