I saw a movie when I was a kid about a voice on the radio. An announcer came on and said?

An anouncer came on and said "The next voice that you hear will be the voice of God" and then there was a voice with a message. Everybody that heard the voice heard it in their own language even when there were people who spoke diffrent languages in the same room listening to the same radio at the same time.
Does anyone know the name of this movie? I think that it was made in the 40's or 50's in black & white
