One meaning of 'award' is to grant by a judge or referee or arbitrator, etc. In this sense, an award would be something that is decided to be given to someone. I think the use of 'awarding capital punishment' in this case would be correct.
You can, if you feel, use other words such as given, sentenced to, etc., if you consider that 'award' shouldn't refer to anything that is unpleasant. I have come across the frequent usage 'awarded a penalty' in some games, and this isn't a pleasant situation, either!

the word "award" is incorrectly used... you award something nice to someone, not something morbid like "capital punishment."
so you should substitute the word "award" with any of the following:
sentenced to capital punishment, condemned to capital punishment, mete for capital punishment, given capital punishment, execute capital punishment...

I guess it's ok to say "awarding" capital punishment, but it sounds extremely strange, and I've never heard capital punishment referred to in this way. You could say
- giving capital punishment
- condemned to capital punishment
- sentenced to capital punishment
