When Bill Clinton entered office there were 1 million Americans in prison?

By the end of his term, due to his changes for maximum punishments over minor infractions there were 2 million in prison. Now Hillary is trying to allow prisoners the vote. Was Bill trying to create a future voting base for Hillary? And if she wins due to prisoner votes, would you still want to be a Democrat?

I do not think Clinton was trying to create a voting base for Hillary but it does seem to have worked out that way.
