I'm really stuck at that part. I already collected the gym badges but when i reached the victory road I don't know how to go forward with all those rocks. And also what's with the white cirlce in the right side of victory road?

There's three total levels in Indigo plateau, it can be tricky to get through:

Head to floor three (sorry, the map is off on the website) and head to the northeast. There will be a boulder. Push it to the west and you'll see a little area with a button, push it on there and drop down the hole. You're now on floor two. Push it west onto the hole and then go to the ladder you can now access. Head straight through and soon you'll find yourself at the elite 4!

Use the HM strength to push them. It's a puzzle, you have to do it just the right way.

this place is filled with puzzles.
have a pokemon that knows:
strength, surf, waterfall, rock smash and flash.
